一、情景分析题

2、某公司出口电熨斗5000只，合同规定必须一次装运，不允许分批。在装船时发现有200只损坏，临时更换又来不及。发货人员认为根据惯例即使合同未规定溢短装条款，数量上仍允许有5%的增减，故决定少交200台。结果后来遭银行拒付，请分析银行拒付的原因。如果你是跟单员应该怎么做？
